KRISHI VIGYAN KENDRA
Objectives
The Krishi Vigyan Kendras takes up various extension programmes like On Farm Testing, Frontline Demonstrations, Training to farmers, farm women, rural youth & extension functionary; farmers' fair, field day, exhibition, kissan mobile advisory service, diagnostic visit etc. for transfer of technologies relating to agriculture and allied areas.
Mandates of KVK
- On farm testing to identify the location specificity of technologies in various farming situations.
- Frontline demonstrations to establish production potentials of newly released technologies on the farmers' field and provide feedback.
- Training of farmers and farm women to update their knowledge and skills in modern agricultural technologies and training of extension personnel to orient them in the frontier areas of technology development.
- Work as resource and knowledge centre of agricultural technology for supporting initiatives of public, private and voluntary sector for improving the agricultural economy of the district.
- Create awareness about frontier technologies through large number of extension activities like farmers’ fair, field day, strategic campaign, ex-trainees meet, etc.
- Production of quality seed and planting materials to make it easily available to the farmers.

University Extension Block Programme (UEBP)
The University Extension Block Programme is operating in two villages namely Ratagada and Panchupal of Baranga block under Cuttack district since 2017-18. The farming situation of two villages are completely different. The village Ratagada is fully irrigated where as the village Panchupal is located in rain fed condition. The cropping pattern and need of the farmers are also different. Since operation of the UEBP, the activities have been chalked out as per the need and aspirations of the farmers. Importance has been given to replace the local varieties with OUAT, ICAR-NRRI and ICAR-IIHR varieties in different crops.
During 2019-20, the following activities were taken up which were appreciated by the farmers of the locality due change in yield and income.
- Demonstration
There were 12 demonstrations were conducted in which 120 numbers of farmers participated as follows:
- Demonstration on Rice Variety- Hasanta released by OUAT.
- Demonstration on Rice Variety- CR1009 Sub-1 released by ICAR-NRRI
- Demonstration on Chilli variety Arka Haritha released by ICAR-IIHR
- Demonstration on French Bean variety Arka Saratha released by ICAR-IIHR
- Demonstration on Tomato variety Arka Rakshak released by ICAR-IIHR
- Demonstration on Sweet Corn Sugar-75
- Demonstration on Okra variety Radika
- Demonstration on Brinjal variety-B1030
- Demonstration on Cowpea variety-T-long
- Demonstration on Cucumber-KSP-1427

B. Distance Education
The Distance Education programme was introduced by the Odisha University of Agriculture and Technology during 1987 with the objectives of transferring up-to-date technical knowledge on agriculture, animal husbandry, horticulture, pisciculture and allied activities to the literate farmers spread over in the vast rural areas of the state of Odisha.
Depending upon the requirement of farmers of our state, 9 different courses have been identified for which lesson notes have been prepared by the Distance Education programme. These courses are Paddy cultivation, Commercial crops (cotton, maize, sugarcane, jute), Vegetable cultivation, Fruit cultivation, Mushroom Cultivation, Dairy Farming, Poultry Farming, Apiculture and Pisciculture
During 2019-20, 1743 farmers have been enrolled under Distance Education programme for different courses. Since inception of the project, 27737 nos. of farmers have been enrolled under Distance Education for different courses.
C. Video Project:
The Video Project is operating under the Directorate of Extension Education since 1987-88. Video is a powerful tool in the hands of extension workers to educate the farmers in the field of agriculture and allied subjects; it creates interest and awareness among farmers, which could help for transfer of technology.
1. VDO CDs on Foundation day-2019, OUAT Farmer’s fair 2020 have been produced alongwith production of video CDs of different functions of OUAT.
2. Thirty eight numbers of programmes of the Directorate of Extension Education and OUAT have been covered through steel photography under electronic data gathering during 2019-20.
3. Technology VDOs, agro innovations and success stories and short videos collected from different sources have been shared with KVKs for motivation and adoption of the farmers, farm women and village youth.
4. Success stories, location specific technology and farm innovation on agriculture & allied field from different districts through KVKs are documented and shared through various channels including web pages of OUAT & ICAR, youtube, whattsApp group etc.
D. Information and communication centre:
The Information Section, presently renamed as Information and Communication Centre was established in the year 1962. The main functions of this center is to Processing of Agricultural Research Information obtained from University Research Organizations, other research institution, Production of audio-visual aids for education and training of the target audience, dissemination of latest scientific agricultural technology by liaisoning with mass media like All India Radio, Doordarshan and News Papers and arrangement of scientific radio talks and programmes in Doordarshan, Organisation of training for target groups in agril. and allied fields sponsored by Government of India, State Government and other agencies.
Publications of Magazines, newsletter etc:
Four issues of the quarterly oriya farm magazine “Chasira Sansar” were published during the year. One special issue of the magazine was published on the occasion of University Foundation Day. Scientific articles on agriculture, horticulture, animal husbandry, agricultural engineering, pisciculture, community science, agro-forestry, success stories and rural development topics were published in these issues for the benefits of the farming communities and grass root level extension functionaries. The news letter of the University is published quarterly covering important activities, events and achievements, besides other printing works e.g. single colour and multi-colour printing works of the University as well as its constituent faculties, colleges, schemes, projects and KVKs.
Production of Visual Aids
Different audio visual aids were prepared and displayed during Farmers Fair-cum-Exhibitions, University functions. During the period under report the audio visual system was appropriately utilized during several occasions of this Directorate and University e.g. celebration of Re-public Day, Independence Day, Foundation Day, Convocation, University level sports and games, Board of Management meetings, workshops, seminars and meetings etc.
Mass Media Programme
Regular dispatch of news snips to mass media agencies like All India Radio, Doordarshan, other private electronic media, monthly advisory on agriculture and allied activities have been published in odia daily, various relevant topics for farm and home programme of All India Radio, Cuttack and for Pallishree programme of Doordarshan Kendra, Bhubaneswar were arranged for broadcast and telecast respectively during the period.
Exhibitions
The centre supported activities in organizing Regional, State and National Level Exhibitions with educational exhibits in agriculture and allied areas with the help of KVKs, different faculties and departments of OUAT for the benefit of the farmers, grass root level extension personnel and NGO members.
Media facilitation
The centre has facilitated coverage of events and important activities of the University. The e-paper news clipping on coverage of important events, activities etc. related to agriculture & allied area are being sent to the office of Vice-Chancellor, Deans, Directors, all research and extension establishments of the university in a daily basis.
E. Odisha Gender Resource Centre
During 2019-20, One book has been published titled “Krushijibi mahilanka atmanirbharasilata o prusti nirapatta pain gyana kousala”. The main objective of this project is to sensitize the stakeholders to narrow down the existing gender gaps.
Flagship Programmes
Cluster Frontline Demonstration of Pulses and Oilseeds (CFLD):
Cluster frontline demonstration is a unique approach by the Indian Council of Agricultural Research on Oilseed and Pulse crops to provide a direct interface between scientists and farmers where farmers are guided by the KVK scientists during demonstrations in implementation of improved technologies like seed treatment, IPM, INM, land preparation etc . Demonstrated fields are regularly monitored by the scientists. Cluster Frontline Demonstration project started since 2015-16 under NFSM and NMOOP.
Objective:
The main objective of Cluster Front-Line Demonstrations is to demonstrate newly released crop production and protection technologies and its management practices in the farmers’ field under different agro-climatic regions and farming situations. While demonstrating the technologies in the farmers’ field, the scientist to study the factors contributing higher crop production, field constraints of production and thereby generate production data and feedback information. The field demonstrations conducted under the close supervision of scientists of the KVKs because the technologies are demonstrated for the first time by the scientists themselves before being fed into the main extension system of the State Department of Agriculture.
Salient features of CFLD:
- Cluster Frontline Demonstrations are conducted under the close supervision of the scientists of the KVKs.
- Only newly released technologies or those likely to be released in near future are selected for the Cluster Front-Line Demonstrations.
- Only critical inputs are provided from the scheme budget, remaining inputs are supplied by the farmers themselves.
- Cluster Front-Line Demonstrations are used as a source of generating data on factors contributing higher crop yields and constraints of production under various farming situations.
During 2019-20 an area of 2120 & 740 ha have been covered under cluster demonstration programmes on pulses and oilseeds, respectively by the KVKs.
Pulses Seed Hub
Pulses seed hub is operating in six KVKs viz. Bhadrak, Bargarh, Deogarh, Keonjhar, Kalahandi and Mayurbhanj-I. Certified seeds of pigeonpea, greengram, blackgram and chickpea seeds have been produced by different Pulses Seed Hubs in 371 ha.
Attracting Rural Youth in Agriculture (ARYA):
ARYA project is operating in KVK, Nayagarh from 2016-17 and during 2019-20 this project has been started in KVKs Puri, Ganjam-I and Sambalpur. Under this project rural youth has been trainined and basic support has been given on Mushroom production, Backyard poultry rearing, Stunted fingerlings production, Honeybee cultivation etc. The selected rural youths were also trained on Project formulation and marketing strategy. Exposer visit in the above enterprises for the participating rural youths have been conducted under ARYA. Startup incentives were provided to the new participating rural youths and addon incentives were provided to the old participating rural youths during 2019-20.
Center of Excellence
Centre of Excellence on horticultural activities is in operational at KVK, Keonjhar.
National Innovations in Climate Resilient Agriculture (NICRA):
NICRA activities have been taken up in five KVKs viz. Kendrapara, Kalahandi, Jharsuguda, Ganjam-I and Sonepur to enhance the resilience of agricultural production system to variability of climate. This project has been formulated to develop region specific improved technologies that would boost the resilience of agriculture to climate change. The activities of the project are focused on six modules like Natural Resource Management(NRM), Crop Production(CP), Livestock and Fisheries Production, Institutional Interventions, Capacity building and Extension activities.
RESILIENCE Project
Indo-Norwegian Consortium Project “Building Climate Resilience of Indian Smallholders “RESILIENCE” is in operational at the Directorate of Extension Education, OUAT, Bhubaneswar since October, 2018 and to be continued up to September, 2022. The project’s objectives are (i) Assessment of biophysical and socioeconomic vulnerabilities w.r.t agriculture food security (ii) Mapping the agro-ecological zones, challenges and potentials in the project areas of Odisha, (iii) Identifying and implementing most suitable climate resilient/ CSA measures, (iv) Strengthening the value chains, promoting rural bio-economy and job creation in Odisha .This project is operational in the Rangeilunda & Surada Blocks of Ganjam distrct. Demonstrations of various climate resilient practices have been conducted at both the project sites including climate resilient varieties, crop diversification, INM, IPM, IWM, Kitchen Gardening, & Agro forestry. For the benefits of farmers two IFS units have also been constructed in the KVK Ganjam-I and Ganmjam-II campus. Village knowledge centre (VKC) has been established in the project village which acts as a Knowledge and information hub for the farmers.
ICT Project:
NASF funded “ICT based extension strategies for nutrition sensitive agriculture in the states of UP and Odisha” project is in operational at the Directorate of Extension Education, OUAT, Bhubaneswar since 14th December, 2018 and to be continued upto October, 2021. The project’s objectives are (i) To understand the relevance and efficacy of the existing agricultural extension approaches and practices, (ii) To develop and validate ICT mediated agriculture extension model in and disadvantaged areas of UP and Odisha, (iii) To create a comprehensive framework for ICT driven Extension Advisory services in disadvantaged areas of UP and Odisha .This project is operational in the districts of Gajapati, Nabarangpur, Nuapada, Bolangir and Jagatsinghpur. The pre testing suvrvey of 50 farmers and 15 extensionist were conducted during April 2019. The survey work of 1200 farmers in 05 project operational districts of Odisha has been completed. The survey of 100 extensionists (District Agriculture Officer/Assistant Agriculture Officer/Assistant Horticulture Officer/ Assistant Soil Conservation Officer/ Veterinary Surgeons/ Livelihood Mission Experts etc.) from all the five districts is completed.
Agricultural Skill Trainings:
There were 56 skill trainings of one month duration were conducted by 28 KVKs of OUAT during 2019-20 funded by Agriculture Skill Council of India (ASCI). In these training programme 120 rural youths participated. These trainings were aimed to produce entrepreneurs viz. Nursery worker, small poultry growers, vermicompost producer, Tractor operator, Aqua culture technician, Mushoor growers, Quality Seeds growers, Organic growers and agriculture extension service provider etc.
District Agromet Units (DAMU):
Addressing the need for Agromet Advisories to be more crop and location specific and with an objective of extending to all farming households in the country, the existing network of GKMS scheme is being extended to district level by establishing District Agromet Units (DAMU) in the premises of Krishi Vigyan Kendras (KVK), in collaboration with Indian Council of Agricultural Research (ICAR). DAMU units are being established in KVKs under ICAR network in a phased manner for rendering block level Agromet Advisory Services. In the first phase during 2018-19, DAMU is operational in nine KVKs of OUAT namely: Puri, Nayagarh, Ganjam -I, Gajapati, Rayagada, Bolangir, Jagatsingpur, Angul, Mayurbhanj-I which will be extended to other KVKs in future.
Main objectives of DAMU
- To collect and collate the agro-meteorological data for crop planning
- To validate weather forecast data received from IMD with observed one
- To formulate and disseminate weather forecast based agro advisory bulletin
Seeds, planting materials and other materials production:
During 2019-20, 3236.7q of paddy seeds (Foundation and Certified) have been produced in the KVKs. 31.45 q of certified seeds of different pulse crops (Pigeonpea, Greengram, Blackgram and chickpea) and 15.9 q oilseeds seeds have been produced in six KVKs. Quality planting materials 3057240nos. of different fruits saplings & vegetable seedlings have been produced by KVKs during the year. Mushroom spawn of 32127 nos., chicks of 158966 nos. and fish seeds of 1989650 nos. have been produced by KVKs during 2019-20.
Linkages and collaborations with other agencies / Departments within and outside the country:
The KVKs are in linkages with departments of Agriculture, Horticulture, Fishery, Animal Husbandry, Soil Conservation, Water Resources, Women & Child Development, Panchayatiraj & Drinking water, Mission Shakti, Energy, NABARD, ICAR Institutes and other National level Institutes, CGIR Institutes, Seed & fertiliser dealers, local leading banks, district administration, DRDA etc. for implementation of different schemes and programmes. Monthly R-E meetings are being conducted in Tuesday of 3rd week of every month in KVKs for review of activities and plan with participation of all the departments.
- Awards and recognitions:
- Krishi Vigyan Kendra, Angul has been awarded with Pandit Deendayal Upadhyay Rashtriya Krishi Vigyan Protshahan Puraskar-2018 for Zone V (ICAR-ATARI, Kolkata) of ICAR. The award was received by Dr. P.K. Agrawal, Vice Chancellor and Dr. Bineeta Satapathy, Senior Scientist & Head, KVK, Angul from Mr. Narendra Singh Tomar, Honourable Union Minister of Agriculture and Farmers’ Welfare, Govt. of India on the occasion of 91st ICAR Foundation Day at New Delhi.

OUAT Farmers’Fair-2020
A Mega Farmers’ Fair was organized on 7th March, 2020 at the University with involvement of nearly 500 farmers from various parts of Odisha and West Bengal. The function was inaugurated by Dr. Arun Kumar Sahoo, Hon’ble, Minister of Agriculture & Farmers’ Empowerment, Fisheries & Animal Resources Development, Higher Education, Govt. of Odisha. Dr. Pawan Kumar Agrawal, Vice-Chancellor, OUAT presided over the function. There was launching of OUAT Kalinga brand to provide several technologies, seeds and other materials produced by the University to the farming community. Various farmers were felicitated for their outstanding contributions in the field of bio-diversity conservation. A farmer-scientist interaction programme was also organised during the occasion. A Regional Workshop on Protection of Plant Varieties and Farmers’ Right was organized during the occasion. An exhibition was arranged to display modern agricultural technologies and available local land races.
